Here’s the deal, laid bare by dozens of U.S. and Salvadoran officials. Trump, desperate for a photo-op to fuel his “largest deportation in American history” fantasy, needed a place to dump hundreds of immigrants.
Enter El Salvador’s president, Nayib Bukele — who self-describes as the “world’s coolest dictator.” Conveniently, the infamous autocrat had a brand-new mega-prison/gulag and was happy to help.
But Bukele demanded a price: the heads of nine high-ranking MS-13 gang leaders currently in U.S. custody.
Here’s the catastrophic, traitorous catch: Several of those MS-13 members weren’t just prisoners. They were active U.S. informants. And they were feeding the U.S. Justice Department intel on the Bukele government itself.
Rubio: The Spineless Enabler
In a March 13 phone call, Rubio personally promised Bukele he would get his men.
Rubio acknowledged the “obstacle” - that these men were our assets - and assured Bukele that Attorney General Pam Bondi would simply “terminate” the Justice Department’s protection agreements with them.
Read that again. The U.S. Secretary of State, a man who pretended to be a foreign policy hawk, personally pledged to blow the cover of U.S. assets and hand them over to the very government they were cooperating against.
This betrayal single-handedly cripples future U.S. intelligence operations. As one U.S. contractor who worked to dismantle MS-13 told the Post, “Who would ever trust the word of U.S. law enforcement or prosecutors again?”
This deal spits in the face of every U.S. agent, prosecutor, and investigator who risked their lives to secure that cooperation.
Former FBI agent Daniel Brunner, who worked on the case, said it would “gut me as a case agent” to see the DOJ “turn around and say, ‘Okay we’re going to drop all charges.’”
Why Bukele Wanted These Men
Bukele’s motive was simple: to cover his own hide.
His entire tough-on-crime reputation is a sham, allegedly built on a secret, dirty deal with MS-13.
A 2022 U.S. indictment alleges Bukele’s administration gave gang leaders cash and perks in prison in exchange for them reducing the number of “public murders” - a sick trick to boost the dictator’s poll numbers.
The informants Rubio promised to return held the evidence to expose this entire charade.
One informant, Elmer Canales Rivera (a.k.a. “Crook de Hollywood”), was a lead negotiator of that secret pact.
Once in U.S. custody, he offered investigators recordings, photos, and documents that would “implicate the Salvadoran government.”
A former State Department official confirmed that Canales Rivera could “provide a mountain of evidence.”
By handing these men back, the Trump administration isn’t just betraying informants; it is actively obstructing a U.S. Department of Justice investigation into its pet dictator.

First, you have Donald Trump, desperate for a political “win” and reportedly “concerned” that a federal judge might block his deportation stunt.
Second, you have an authoritarian leader Trump admires (in all fairness, one of many).
And third, you have the enabler. Marco Rubio, having fully evolved from Trump critic to “dogged implementer of the president’s agenda.”
Epilogue
The administration has already sent one informant, César López Larios, back to El Salvador. He was immediately paraded on camera, shackled, and shorn of his beard on his knees, as a warning to all others.
The other eight men remain in U.S. custody, wondering if they are next. One of them, Vladimir Arévalo Chávez, wrote a letter to a judge begging for his life: “My life is in very danger if I’m deported. I will be tortured and desposed [sic] of.”
This is what “America First” really means to Team Trump: sacrificing valuable assets to help themselves. They didn’t just abandon those informants. They undercut U.S. agents, they sabotaged the Justice Department, and they sold out the American people.
