Donald Trump and his right-wing loyalists are running an aggressive psychological intimidation campaign designed to terrorize progressive voters into staying home this November.
MAGA operatives are actively stoking horrifying scenarios of armed Immigration and Customs Enforcement officers and federal troops stalking polling precincts on Election Day.
Neither Trump nor his officials, including DOJ chief Todd Blanche, have explicitly promised troops at the polls, but they have pointedly refused to rule it out.
DHS chief Markwayne Mullin recently mused that federal officers “could be deployed to polling places if there was ‘a threat’ or they were ‘serving a warrant,’” while adding DHS had no such plans.
One of the country’s most seasoned election experts says the whole thing is a bluff, and he is not being subtle about it.
The Voting Expert Calling It Out
David Becker knows this terrain cold. He spent more than 25 years in elections, including a stint as a senior attorney in the Justice Department’s Voting Section under both Clinton and George W. Bush, and he now runs the Center for Election Innovation & Research, a nonpartisan nonprofit.
Becker made his case twice in one week. He hosted a September 9 webinar, part of his group’s “Trust Elections” series, walking through 20 months of federal attacks on voting and explaining why almost none of them landed.
Two days later, at a September 11 press briefing, a reporter asked him directly whether agents might show up at the polls. His answer left no daylight.
“This is not going to happen. ICE and troops will not be at the polls, period,” he said.
Why the Law Makes It Impossible
Becker’s confidence rests on statute, not optimism. Federal law, 18 U.S.C. 592, flatly bars armed men at polling places.
“As soon as there is an armed individual at a polling place, there will be a court action,” he said, noting that jurisdictions are already prepared to get any deployment blocked.
Becker was even blunter during his webinar days earlier. “Other people are mincing words about this because they’re not sure what the administration is going to do; I am sure there will not be ICE or troops at the polls,” he told attendees.
“You don’t have anything to worry about regarding that.”

The Trap Trump Built for Himself
Here is the part that should worry Trump. Voters have become a moving target. Forty-seven states now offer some form of early in-person voting, and three-quarters allow mail voting without an excuse.
You cannot intimidate people at the polls when you have no clue when or where they will vote.
Then comes the twist Trump created. His relentless, false attacks on mail voting have pushed Democrats toward early and mail options while Republicans increasingly cluster on Election Day.
As Becker explained, “If you try to deploy troops in order to suppress voters, the most likely time people are voting would be Election Day, and you might inadvertently, if you’re a Republican president, suppress your own voters.”
The Bluster That Keeps Failing
Becker’s webinar laid out a pattern that makes the polling-place threat look like the same old noise.
The Justice Department sued 30 states and D.C. to seize sensitive voter data, and in the 23 cases decided so far, the DOJ’s record is a perfect 0-23, with eight of those losses handed down by Trump-appointed judges.
Trump’s blockbuster July 16 fraud speech landed with what Becker called “a collective yawn.” He noted that Fox News reportedly told its own network the next day, “Do not talk about the speech.”
The administration’s non-citizen claims collapsed too. Their flawed review of 128 million voter records flagged 24,000 possible non-citizens, roughly 0.01875 percent. When states demanded the underlying evidence, DHS could not produce it. Nevada’s alleged 16,000 shrank to 185 once officials pressed.
Trump’s mail-voting executive order remains blocked in federal court. Boston Judge Indira Talwani found it unconstitutional under the Massachusetts Constitution’s Article 1, Section 4 authority and statutorily illegal.
Fear Is the Whole Point
Becker suspects the vagueness is deliberate, a way to keep voters rattled without the administration ever committing to anything.
"It may very well be that there are people within the administration, and perhaps even the president himself, who would desperately love voters to be fearful that it might happen, which is why I think you see them dancing around this issue," he said, referring to the prospect of agents at the polls.
The broader strategy, he argued, runs on manufactured dread. “The freaking out, the perception of chaos and confusion and perhaps even danger, is the point,” he told his webinar audience.
Powerful people, he said, “somewhat revel when we freak out, when we do exactly what they intended.”
That is the trap. The scare campaign only works if a person flinches.
Reject the Despair
Trump is boxed in. He can send agents to the polls, trigger instant injunctions, invite fierce backlash, and risk suppressing his own Election Day voters. Or he can keep rattling the saber while accomplishing nothing, hoping fear alone thins a turnout he cannot legally touch.
Becker’s answer is to refuse the fear and vote anyway. Check your registration, make a plan, and treat November as a celebration. “Reject the despair and reclaim the joy!” he urged, calling on viewers to help friends make a plan and turn 2026 “into a celebration of democracy.”
His last word on the whole ICE panic left zero wiggle room. Armed agents at your polling place, he stressed, are simply not coming. "Regardless of what we might hear from the administration, it is not going to happen," he said. "I can't say this strongly enough.”

Making a plan to vote is good. Helping at least 3 other people make a plan or get to a polling place is better. Helping people get to an early voting place or use their mail in ballot is a really good deed. We talk so much about personal voting that I am afraid we forget the seniors, disabled, carless people who need assistance to get to the polling center.
I am nervous about that but I'm still going to vote, that's for sure.💙
