The physics of enrichment dictate that the process of isolating the fissile isotope uranium-235 (U-235) from the fertile isotope uranium-238 (U-238) requires highly sophisticated centrifuge cascades.
While civilian light-water reactors run on low-enriched uranium (LEU) containing approximately 3% to 5% of U-235, the exact same physical infrastructure can be reconfigured to produce highly enriched uranium (HEU) containing over 90% U-235 for weapons-grade material.
By introducing enrichment capabilities to Saudi soil, the agreement hands the kingdom the latent industrial capability to develop nuclear weapons.
Proponents of the deal argue that safeguards are intact, pointing to a “black box” arrangement.
Under this framework, any future enrichment facility constructed in Saudi Arabia would be owned and operated exclusively by U.S. corporate entities using classified, proprietary technology that remains inaccessible to Saudi scientists and engineers.
However, geopolitical risk analysts emphasize that these bilateral safeguards are fragile.
The physical infrastructure - including the centrifuge halls and the processed uranium hexafluoride (UF6) gas - would remain on Saudi soil.
In the event of a future diplomatic rupture, regime instability, or sovereign expropriation, Saudi Arabia could seize the physical facilities, providing the kingdom with a rapid, sovereign pathway to a nuclear weapons breakout.
Westinghouse, the Corporate Nexus, and Decoupled Normalization
The erosion of these nonproliferation baselines is directly linked to the commercial interests of the domestic United States nuclear industry.
The primary corporate beneficiary of the Saudi nuclear buildout is Westinghouse Electric Company, an American nuclear giant whose AP1000 light-water reactor is the specific technology sought by Riyadh.
The AP1000 is uniquely positioned to meet Saudi Arabia’s baseload electricity needs, allowing the kingdom to transition its domestic power grid away from direct crude oil burn and free up substantial petroleum supplies for lucrative export markets.
Although the text of the agreement does not explicitly name Westinghouse, the strict supply-chain provisions requiring the use of U.S. vendors effectively steer the entire multi-billion-dollar program to the firm and its domestic suppliers.
This commercial alignment corresponds directly with domestic economic policies pushed by the Trump administration.
Prior to signing the Saudi deal, the administration announced a $17.5 billion loan program designed to accelerate the domestic construction of ten new Westinghouse AP1000 reactors to meet the skyrocketing electricity demand of massive artificial intelligence data centers in the United States.
By securing the Saudi export market, Westinghouse achieves the global scale and long-term order book necessary to revitalize its manufacturing lines, reduce unit costs, and re-establish American competitiveness against state-subsidized nuclear entities from Russia and China.
However, this commercial prioritization has drawn intense criticism from lawmakers.
Rep. Brad Sherman (D-CA) and other congressional opponents argue that the administration compromised fundamental national security and nonproliferation principles to guarantee financial profits for Westinghouse.
Furthermore, the deal represents a total surrender of critical U.S. diplomatic leverage.
Under the preceding Biden administration, negotiations over civilian nuclear assistance were strictly conditioned on Saudi Arabia establishing formal diplomatic relations with Israel and recognizing its statehood.
By decoupling the nuclear agreement from diplomatic normalization, the Trump administration forfeited a major incentive for regional integration, allowing Saudi Arabia to obtain its long-sought technical concessions without requiring any corresponding concessions toward regional peace.

The timing of the agreement’s execution is highly controversial, occurring during the fifth month of an active war between the United States, Israel, and Iran.
Launched on February 28, 2026, Operation Epic Fury was initiated by Washington and Tel Aviv in part to destroy Iran’s domestic uranium enrichment capabilities and permanently disable its potential to construct a nuclear weapon.

On July 7, 2026, Trump declared the ceasefire “over,” initiating a sustained naval blockade of Iranian ports and triggering a massive spike in global oil prices.
Regional experts argue that the 123 Agreement represents a reckless attempt by Washington to keep Riyadh aligned with the United States after the kingdom was pummeled by Iranian strikes under Operation Epic Fury.

Edward Markey (D-MA) and other congressional Democrats have pointed out the severe strategic contradiction of the U.S. position: the United States is actively waging a war to destroy Iranian enrichment while simultaneously granting Saudi Arabia - an authoritarian and belligerent state - the legal right and technical path to develop its own domestic enrichment infrastructure.
This concession is particularly volatile given that Saudi Crown Prince Mohammed bin Salman has repeatedly declared that if Iran obtains a nuclear weapon, Saudi Arabia will follow suit as quickly as possible.
The Saudi-Pakistani Mutual Defense Pact: A Sovereign Nuclear Umbrella
The geopolitical risk of this transfer has been further elevated by the Strategic Mutual Defense Agreement (SMDA), a formal mutual defense pact signed between Saudi Arabia and nuclear-armed Pakistan on September 17, 2025.
Forged at Al Yamamah Palace in Riyadh in the aftermath of a devastating Israeli airstrike in Doha on September 9, 2025 - which killed six people and deeply unsettled Gulf Arab nations—the treaty declares that an attack on one nation is an attack on both.
Following the signing, Pakistan’s Defense Minister Khawaja Mohammad Asif explicitly stated that Pakistan’s nuclear capabilities “will be made available” to Saudi Arabia if the kingdom’s security is compromised.
This arrangement effectively provides Saudi Arabia with an immediate external nuclear umbrella while it constructs the domestic industrial foundation necessary to achieve its own long-term breakout capability.
Pakistan possesses a sophisticated nuclear weapons infrastructure, holding an estimated 170 warheads and expanding its capabilities with new reactor blocks at its Khushab facility, which outputs 40 to 45 kilograms of weapons-grade plutonium per year - enough for 8 to 12 additional compact warheads annually.
Although the full text of the SMDA has never been published, its deliberate ambiguity allows Saudi Arabia to leverage Pakistan’s nuclear deterrent to ward off Iran while constructing its own domestic enrichment plants under the 2026 U.S. agreement.
Within Israel, the agreement has triggered severe political fallout.
